Aiming to promote teacher education worldwide and to build a new international collaborative model for teacher education that will support regional school reform and collaborative practices among teachers in the 21st century, University of Fukui engages in advancing school-based practical studies in various countries and regions, developing the supportive capacity of teachers, and enhancing the collaborative research structures that support them, while weaving together multiple professional learning communities in collaboration with international partners.

This study examines how international collaboration promotes teacher professional learning and educational innovation in higher education. Analyzing 112 EDU-Port Japan projects through a mixed-methods approach, it proposes a four-phase model—Motivation Formation, Relationship Building, Collaborative Practice, and Reintegration and Reflection. The findings show that lesson study and reflective dialogue foster pedagogical adaptation, cross-cultural awareness, and leadership development. The study also introduces qualitative and quantitative indicators for evaluating internationalization processes, emphasizing professional learning communities and sustainable institutional partnerships as pathways to advance leadership and cultivate 21st-century competencies in global education.
